BACKGROUND

 

Twenty years ago, the H.L.P.A. obtained a permit to place NO-WAKE Marker Buoys around the perimeter of Harvey’s Lake, creating safe areas for swimming, canoeing, etc.

The buoys are placed 100 feet from the shoreline or structure, no closer than 50 feet apart.  The association purchases the buoys from a manufacturer on behalf of the residents who request to lease them.  The marker buoys remain the property of the Association, although each participating resident is responsible for their own buoy in the event that it is damaged, lost, or destroyed.

 Buoys should be placed in the lake prior to May 31st and removed from the lake by October 15th each year.  If a resident does not desire to place or remove the buoy himself or herself, the Association will do it for them for a very modest fee.

  

REGULATIONS

 

The regulations applicable to private aids to navigation and floating structures are found in Chapter 113 of the Pennsylvania Fishing and Boating Regulations.  You can find them in their entirety on the web at www.fish.state.pa.us

The U. S. Coast Guard administers the U. S. Aids to Navigation System in the United States.  This system is adopted by the Pennsylvania Fish and Boat Commission for use in PA which it administers on waters not marked by the U. S. Coast Guard, such as Harvey’s Lake.  The HLPA has a permit (#206) to install slow-no-wake marker buoys.  

 

OBTAINING A BUOY

The Rolyan “SLOW-NO-WAKE” marker buoy can be obtained and leased from the HLPA at the price of:

 

HLPA Members:

 

     $110 for new buoys (first time)

 

     $60    for replacement buoys (replaces a buoy that is lost or damaged)

 

Non-Members:

 

     $140 for buoy (includes 1st year membership fee in HLPA)

 

To order, call  Cale Kornoski 814-3518.  We will invoice you for the buoy and deliver it to you.  The fee also includes a 55lb cement block fitted with a galvanized eyebolt for your buoy anchor.

 

REPAIRING A BUOY

 

It is your responsibility to keep the buoy in good condition.  However, once again, the HLPA is here to help you.  If your buoy requires repair, call Cale Kornoski 814-3518 for information on replacement decals, etc.

 

PLACING AND REMOVING A BUOY

You are responsible for the installation of the buoy in the spring and for the removal of the buoy between Labor Day and October 15th each year.  However, as a service from the Association, we will do it for you for a modest fee of $10 each time.  To schedule your installation or removal, call Cale Kornoski 814-3518.
